You will see this kind of insane, and seemingly impossible wiring in Bangkok just about everywhere. I have no idea how anyone keeps track of what power is going where. Everything is above ground because of the flooding, but they apparently have some way of knowing where the phone, power, cable and internet is coming from and going to. Huge unruly clumps of twisted cables snake along utility poles, into buildings, sometimes right through a window or through a hole chipped into a wall. The street vendors and some of the street repair workers sit on the sidewalk with their tables, OHM meters and soldering irons that are powered by endless snakes of extension cords with extenders and splitters, the whole mess running through the gutters, puddles, underfoot and under the wheels of cars and motorbikes. I don't have any idea idea how it lasts even an hour. The Thai word for electric power lines is 'sai fai' and one of my first impressions of this city was that it is a very Sci-Fi city.
